If you are a member of, or join, ACM/SIGAPL the fee is 100 dollars lower.
Since SIGAPL membership costs less than this amount and also brings you a
year's issues of APL Quote Quad this is clearly a good idea.

As to why conferences have to charge money; organisers find that they have to
spend real money in order for the event to take place. I could go on for a 
long time about this, but I'll spare you that saga. Please compare the cost
of attending APL93 with the cost of attending many commercial events - you
will find that APL93 offers incredible value for money (especially if you
factor in the low cost of accomodation).
