Yes, IBM has an APL2 to C compiler.  It is being marketed directly
by the developers in IBM Research.  For details and ordering

The compiler is not a full APL2 to C translator.  It basically
supports VSAPL.  It does not require array declarations other
than the inputs to the top level function.  It does not include
support for auxiliary processors, system functions and system
variables.

Wai-Mee has submitted a paper titled "Research Report, The Testing
of an APL Compiler" to APL93.  I do not know if it was accepted.
