I am not sure what Chris Lee is proposing. The 3 papers on control structures
in press for APL93 are not appropriate for reproduction here without
explicit permission from the author(s), since they are not available
in print yet. 

"Gerunds and Representations", by Bernecky and Hui, appeared in the APL91
Conference Proceedings, ACM SIGAPL Quote Quad, Vol. 21, no. 4.
It proposes adverbs (operators) as control structures for APL and J.
It therefore does NOT require ANY syntactic changes to the language.

It also happens to make verbs (functions) first-class objects, which 
has some very nice implications.
