The clear winner in this battle is Roger Hui's implementation of J,
available by anonymous FTP in source form, as well as in a Bunch-O-Binaries,
from watserv1.uwaterloo.ca, /languages/apl.

Documentation is available (as is the source and binaries) from

  Toronto, Ontario Canada

It's not free from ISI, but is inexpensive.
