I suspect that any version of modern APL will handle complex numbers.
Both SHARP APL/PC and J are available by anonymous ftp from 
watserv1.uwaterloo.ca, directory /languages/apl.

If you want documentation, you can order either of those products from
Iverson Software Inc, 33 Major St, TOronto, Ontario. 

ISI is in the process of producing a NEW reference manual, which should
be a good APL manual, even though it is a reference rather than a 
tutorial. If you get J, you'll NEED the documentation, methinks.
