The problem has to do with ACM policy on shipping journals, vs the lateness
of the Quote-Quad schedule. Basically, Quote Quad is very late, and
until the issues before the proceedings get shipped, ACM will not ship
the proceedings (wouldn't want stuff arriving out of order, would we?).

McGrew, the current editor of Quote Quad is doing a good job of playing catchup,and says that we'll be caught up by year end. On that basis, I'd expect  
the proceedings to be shipping soon.
